Isko Moreno arrested for ‘illegal gambling’. The incumbent Manila Vice Mayor Isko Moreno, along with 5 councilors, was arrested on Saturday for alleged illegal gambling after hosting a bingo in the middle of Tambunting St., Sta. Cruz, Manila. In an interview with the ABS-CBN News Channel (ANC), Moreno said he went to the event after he was informed that policemen were harassing the councilors who were hosting a bingo game in the area. Moreno and the 5 councilors – Ernesto Isip Jr., Bernardito Ang, Joel Chua, John Marvin Nieto also known as Yul Servo, and Ma. Asuncion Fugoso – were charged of illegal gambling. Moreno defends that the city councilors have been hosting bingo games in various Manila areas weekly for five years to encourage people to join a public-service event conducted by an elect official. He insisted that there had been no violation of the law, nor of any provision of the election code, in the said events. He said the bingo game was held in a private property and that he and the councilors were not betting in the game. “Congress amended (PD) 1602, which is R.A. 9287, excluding bingo as gambling. It was declared as part of parlor games of any event or situation,” Moreno told reporters. Moreno and his running mate, former President Joseph Estrada are convinced that the arrest was politically-motivated. Estrada is running for Mayoral post against incumbent Mayor Alfredo Lim for May 2013 elections. Moreno was a former ally of Lim. MPD station 3 commander Supt. Ricardo Layug said Moreno’s group may face charges of illegal gambling and obstruction. “’Yung violation of PD1602 o illegal gambling at obstruction dahil nag-conduct sila ng activity doon without securing the necessary permit,” said Layug. Moreno and the councilors were brought to the Manila Police District (MPD) Station 3 and are currently detained in a holding room. Mayor Lim has defended and lauded the police for doing their job well. He insisted that the vice mayor and the councilors involved must be charged of illegal gambling.
